The Florida Rural Water Association (FRWA) is a statewide nonprofit dedicated to supporting small and rural water and wastewater systems across Florida. We provide technical assistance, training, and resources to help local utilities maintain safe, compliant, and sustainable operations. We are expanding our network of experienced engineering professionals to serve as paid strategic consultants for small-town utility authorities throughout Florida.

FRWA is seeking licensed Professional Engineers and experienced water/wastewater engineering professionals to serve as on-call or project-based consultants for small municipal utility systems.

These communities often lack in-house engineering leadership and need practical, experienced guidance — not just design documents.

This role is ideal for:

• Engineers seeking flexible, part-time consulting work

• Recently retired engineers who want to stay engaged

• Small engineering firms looking to expand impact

• Professionals with municipal utility expertise

Responsibilities

• Provide strategic engineering guidance to small-town utilities

• Assist with infrastructure planning and capital improvement strategies

• Review system performance and regulatory compliance

• Support funding applications and grant coordination

• Offer practical, real-world solutions tailored to rural systems

• Serve as a trusted advisor to local utility leadership

Qualifications

• Licensed Professional Engineer (PE) in Florida (preferred)

• Experience in water and/or wastewater system design and operations

• Familiarity with small municipal or rural utility environments

• Strong communication skills and collaborative mindset

• Experience with regulatory compliance and funding programs is a plus
