The National Rural Water Association (NRWA) and WaterISAC are collaborating on a pilot program intended to strengthen water and wastewater utility security and resilience. As part of this effort, systems serving populations of 10,000 or fewer are eligible to receive a free 12-month WaterISAC membership. The pilot window runs from July 16 to December 31, 2026. The partnership aims to help utilities prepare for and respond to a broad spectrum of risks, including cyber and physical threats, natural disasters, and other operational challenges.

WaterISAC membership provides access to timely cyber and physical security alerts, the weekly Security and Resilience Update, and briefings and webinars tailored to the water sector. Members also benefit from incident reporting and analysis, along with other security resources designed specifically for water and wastewater utilities. The offering is positioned to support day-to-day risk awareness as well as preparedness and response activities.

According to the program materials, member benefits include:

  • Details on physical, cyber, and other threats to water and wastewater systems.
  • A vast, searchable library of knowledge with thousands of resources.
  • Water sector threat analysis.
  • Tools for identifying and managing risks.
  • The weekly WaterISAC Security and Resilience Update.
  • Full access to WaterISAC via mobile devices.
  • Briefings and webinars featuring security experts.
  • A database of chemical and biological contaminants that pose threats to health and the environment.
  • The ability to query other water and wastewater utilities about security and resilience topics to understand sector best practices.

Utilities can request the complimentary 12-month membership through a dedicated NRWA page on WaterISAC’s website. The pilot is structured to extend WaterISAC’s resources to small systems that may not otherwise have access to sector-specific security tools and information.

Newly approved pilot members will also receive access to an H2OSecCon cyberattack case study titled Responding to a Cyberattack on a Small Water Utility. The recorded session shares insights directly from a utility that experienced a cyber incident and provides practical takeaways for similar systems.

  • What happened during the incident.
  • How the utility responded.
  • Lessons learned.
  • Practical recommendations for other small systems.

Through the pilot, NRWA and WaterISAC seek to broaden adoption of water-sector security resources and peer knowledge-sharing to bolster preparedness and resilience. The complimentary membership offer remains available to eligible systems through December 31, 2026.
